Urban transportation development requires a balanced relationship between transport system capacity and regional carrying capacity to ensure sustainability. However, existing regulations governing land use planning, road infrastructure, public transport management, transit-oriented development (TOD), and traffic engineering remain fragmented and are not yet systematically integrated into a unified planning framework. This study aims to develop a strategic integration model of five technical regulations to achieve a balanced transportation carrying capacity–environmental capacity system. This research employs a qualitative exploratory comparative method by systematically mapping and analyzing five Indonesian regulatory frameworks: SNI 03-1733-2004, Permen PUPR No. 5/2023, Permenhub No. 96/2015, SK Dirjen Hubdat No. 687/2002, and Permen ATR/BPN No. 16/2017. The analysis identifies eleven key strategic factors influencing integrated transport planning, including population density, infrastructure provision, environmental conditions, accessibility, traffic engineering management, road capacity, land-use slope compatibility, modal classification, and headway standards. The findings reveal regulatory overlap and fragmentation, with no single regulation comprehensively accommodating all strategic factors. Environmental conditions emerge as the least accommodated yet most critical variable influencing system optimization. This study contributes theoretically by proposing a structured regulatory integration model and practically by providing a policy framework for local governments in designing integrated transport systems based on carrying capacity balance principles. The model supports sustainable urban productivity and long-term regional economic resilience.
