Abstract

This study aims to develop a quantitative model for measuring the depth of partnering between designers and contractors in government projects using the Design and Build scheme. Partnering is an important aspect because the integration of design and construction functions requires collaboration, communication, trust, and alignment of objectives among organizations. This study employed a quantitative approach through a survey of 50 respondents consisting of designers, contractors, and government project owners selected using purposive sampling. The depth of partnering was measured based on relationship factors, process factors, and environmental factors mediated by partnering maturity. Data analysis was conducted using the Statistical Package for the Social Sciences (SPSS) through validity testing, reliability testing, and descriptive statistical analysis to identify the characteristics and contribution of factors forming the depth of partnering. The results showed that the process factor (X2) had a standard deviation value of 2.01 and received strong attention in forming the depth of partnering. This finding indicates the importance of coordination among parties, risk sharing, quality control, and stakeholder involvement during the implementation of government Design and Build projects.
